Should people be allowed to rebuild their homes within let's say, a mile of the beach?

Super Storm Sandy. It wasn't even a hurricane. No one saw it because it was in the middle of the night, but to take out the Mantoloking Bridge, it had to be an enormous wave that was heard a mile away. All those massive homes that snatched up the beachfront -- more than a few were dragged out to sea. Maybe any waterfront property destroyed in storms should be returned to nature.

Saying it won't happen again doesn't seem to "hold water" these days.
