Same thing happens when you vote in person - I have to sign a register in my precinct when voting at the normal date, and then no one (including myself) can vote again using that name.
So where is the proof that there were illegal votes?

That is why states periodically use voter purges based on inactivity for the most part to "clean up" the voter rolls. Often get too aggressive - which would not be an issue if they made it a part of driver's license renewal, for example. Something like GA.

There is a signature match check on every ballot that has to match before the ballot can be authenticated and counted.
