I don't honestly know when this started. One thing's for sure - it definitely was done in order to insure that the jury would be as white as possible. After all, Ramsey County (St Paul) is next door and the black/middle class population is about the same as Hennepin (Minneapolis). By comparison it is much smaller in Washington County which is what the cops and the right wingers want.
