Significantly, filed in Washington County which is largely white and upper class rather than in Hennepin which is far more racially integrated, lower economic class, and where the crime took place.

If you don't want to deal with people who are (or potentially are) criminals, scared, drunk, high, uncooperative, etc. get a different job. Duh.

But if you are going to do that job, your tactics and training should help you deal with these situations in ways that will keep BOTH you and your suspect safe.

Typical police MO and culture is to always always escalate and never back down. That's dangerous, even without adding in race and other factors. Data proves that de-escalation is safer for both cops and perps. Many of these "awful but lawful" situations are avoidable. Hire and train people who will avoid these avoidable situations. Many of them (like Windsor, VA) are just stupid beyond belief.
