He was about to commit a crime, to mug a half crippled old lady, to rob a church, set fire to a police station, hijack a truck, undermine the moral fabric and well being of society! Thank God in Haven for that Divine Intervention. No telling what evils lay in the heart of the wicked young man.

The question, though, is why this young man was considered to be such a risk in the first place, and the "taser" shot fired at all.
