The answer to your question is yes it has emboldened criminals. When I drive into the city of Rochester today there is an ever blossoming number of monuments on street corners remembering the young lives shot dead on those street corners. What makes it even sadder is fewer and fewer of these murders are ever solved. Actually they are but that involves street justice. That is where retribution for X shooting Y is paid back by Z. Well...that didn't take long. Seen in Minneapolis, and now in Portland, I believe in police work, they call this a clue.
