If I am generous with my interpretation of how this policy went down in the Biden admin, it all started with an entrepreneurial crack pipe manufacturer.
That manufacturer found a sympathetic ear at some homeless NGO, somewhere in America.
That NGO a person knew someone in state government.
That state government employee knew someone at HHS DC.
That HHS DC employee inserted language into a broad spending bill.
If anyone in the Biden administration had the temerity to ask why the US taxpayer was forking out taxpayer cash for crack pipes, the answer was: to save lives and increase voting registrations.
Voila. Insanity.

I searched but couldn't find anything about legalizing crack or meth. Even back in my college days in the 70s when pot was REALLY illegal you could still buy wrapping papers at any convenience store or gas station.
We kind of did try elimination for alcoholics - in fact for everyone. We didn't make cups and glasses illegal, but we did the product. Prohibition failed miserably. And besides returning a tax revenue source to government it improved safety for those using alcohol. So there's sort of a precedent that this might help things. It won't make the product any less dangerous, but it might make the method of ingestion safer as well as the risks mentioned regarding damaged and broken paraphernalia.

Speaking of which, is there a place to find the number of "driving while impaired" accidents/deaths for marijuana?
As much as I smell it coming from peoples cars while driving, I cant imagine there aren't any deaths/accidents stemming from it.

IMO the idea of safer crack pipes is stupid on so many levels. The idea of safe zones in San Francisco has been a dismal failure so far. Unless hundreds of spaced out junkies shooting up all over the place is suppose to be a good idea?

As stupid as Trump is I don't think safer crack pipes serving our communities of color would have gotten much traction with Trump. There is a connection that makes sense with Biden. His bouncing baby boy is a former crack head after all.
Now I realize there are some local Fanlax FLP who wouldn’t admit a mistake by Biden if you water-boarded them.
However, there exists (as a fan regularly reminds folks) a massive middle in America, and I assure you as I sit this second in Missouri, they consider Biden handing out free crack pipes to crackheads to be the exegesis moment for America’s left, as certifiably insane as pineapple on pizza. Democrats lost another 5% today.
