From Harvard's site (have several close family that went there for undergrad):
"To be eligible to transfer, you must have completed at least one continuous academic year in a full-time degree program at one college, and not more than two academic years, by the time you would be enrolling at Harvard."

the coaches, ad's. before the incoming new initiatives for nc$$, it's tough to know how much change could be advocated for to nc$$ bureacracy, but outsider it seems like they don't care to find out. anyone ever hear of coaches pounding their fist on the table?
if you changed the mechanism(s) for measurement and left everything else the same, you'll find yourself in the same place.
