I live in NYS and they can't figure out when and how to open up freaking bowling alleys. That does not give me much confidence they will figure out voting by mail. 1. Approve, install and actively promote drop boxes. 75% of folks here in CO vote that way. Ballot arrives via mail, but goes back via a drop box open 24/7. You have mail-out ballots but not much mail-in voting.
2. Start counting the ballots as they arrive. No need to wait until Election Day to do that.
Problem literally solved.
It is so simple and effective that the GOP will never allow it...

Is there anybody out there that really thinks this election will be smooth sailing? This may make the "hanging chads" controversy of Bush/Gore look like childs play. I hope this gets all sorted out. Come election night 2020, we need to know who the next POTUS will be.
