The first thing that comes to mind just like this was Vance's response to if he was for a national abortion law, to which he responded he wouldn't be for that, but would be for a national law that would put limits on state laws. For those of you easily gaslighted, that's the same as a national abortion bill.

The bolded, IMO. They took advantage of the APP is a means to get paperwork filled out electronically, the when they arrived at the border, all they had to do was 'scan or validate' they used the APP and had the receipt (for lack of a better term), and they were sent on their way.
So in short, its both. Trump knew the APP was in play, it was very limited in its original intent. Then in early 2023, they essentially turned the APP into "ticket" you scan at the front gate to get into the concert.
Not sure why you asking this, you told us this type of stuff is your world. It is essentially an e-commerce APP for people, to walk in our country. It's like the APP has now replaced border agents and processing. Call in 'unintended consequences' from the inception of the APP, as it was modified to become 'Intentional results of admission".
Sheesh, this sounds simply to be technically enabled application. Way better than paper. No rocket science involved.
If I understand correctly, the policy shift said that simply coming to anywhere on the border, trying to cross illegally, and requesting asylum would get you turned around and sent back…whereas before you would get processed and released anyway. HOWEVER, if you went through the app and went to a controlled port of entry requesting asylum you would be treated as legitimate applicant. Not simply let in without checking for drugs, human trafficking, etc. as you need to show up for processing at well controlled points of entry. No guarantee that you would be adjudicated as deserving, but benefit of the doubt.
Hugely more efficient for border patrol. Way less chasing migrants who were otherwise law abiding. Focus on those avoiding the control points because carrying drugs, gang members, terrorists etc.
The key to making this really work though is much faster adjudication. That was in the bill Trump killed, along with more border agents and more drug detection machines.

Not much chatter about last nights debate. I heard it was civil and respectful and resembled what a debate should be. The only problem was with the moderators. They chose to ignore their own rules. JD Vance had to remind them there would be no fact checking during the debate. The moderators also chose to mute the microphones when they chose to do so. They did a good job proving they have Harris securely on lockdown in their own candidate protection program. They make the debate rules then throw them out the window.
