It's not complete recovery, but it's also not "permanent blindness". That was a lie, and I called it as a lie when it was first made, because there is simply no way that a waved-around laser pointer at a distance of tens of meters can cause "permanent blindness" in one person, let alone three.
The lie has now been exposed as a lie, to the surprise of no one.
