Pardon my ignorance, a vigil for peace is not where you expect some one with a gun to start shooting at people. Maybe this type of shooting is the start of a new tradition, the pigeons will flock to these types of ceremonies. The very few people willing to stand up to the gang culture make tempting targets. If these gang bangers ever figure out the concept of marksmanship maybe they will actually hit their intended targets. Until that happens, the technique is simple...fire alot of ammo in no direction in particular and maybe you will hit something. Marksmanship really has no relevance.
