correct, thus justifying the legal mandate.

There is, however, a bit of a slippery slope as to how much cost one's individual choices cost the rest of the public before we decide it's worth restricting those individual choices. And, of course, who actually makes these decisions of what's to the benefit of the public.

Behavioral science tells us that humans have a very difficult time assessing and valuing the costs of our actions, both in the future, and on others. For our own part, we all the time sacrifice long term benefit for short term gratification of impulses. And we regularly 'pollute' if no rule requiring otherwise.

So, as a society we work through government to help mediate these tradeoffs better. Of course, government doesn't get it right all the time either, being made up of humans making various such tradeoff decisions with the same sorts of behavioral handicaps of simply being human.

But Covid is a no-brainer.
Clear and large costs to others.

Ok, this timespan covers Jan of 2020 to ~Jan 2021, when the vaccine becomes available.

So this means that as governor, for an entire year, you're going to do nothing but PSA and Press Conferences? That's it? Nothing else?

K-12 are open during all of 2020 in your State? Restaurants, bars, etc.....all fully open?
Restaurants bars, etc pre vaccine I would put at 75% capacity. With strong encouragement that masks should be worn in very crowded indoor places. Take things outside if you can. Stay home if you are sick. Do not horde supplies from the grocery store. Who is saying anything about doing nothing? You do realize that there were many governors who kept NPI's that effectively had no effect on the spread of the disease until almost July 2021? The vaccine is what is helping us climb out of this pandemic, helped a very little bit by NPI''s. I would have said mask's in schools until Jan 2021, when the vaccine became available, then use common sense. Stay home if kid is sick, if spread is rampant throughout school, go remote for 10-14 days, see where you are at, then back to in-person learning. Children's futures are much too important for them to be sitting home doing remote learning. Most kid's do not like lit, do not benefit from it, in fact it stagnant' s there academic growth.

What is needed to make me and a WHOLE lot of other people to feel safe is to get everyone in the population vaccinated except those who cannot for medical reasons.

The vaccine is available, and already proven quite safe.

The disease is NOT.

Right, but do you continue on not living your life if that TAKES MULTIPLE YEARS TO HAPPEN? You can't pause your life and wait for these people to come around. That's what I am saying.

Who is asking you to "pause your life" Joe?
We had a short period of significant isolation...since then, what aspects of your life have been "paused".
Not my life, I haven't paused it one bit. But that doesn't mean I'm reckless or selfish. I got my vaccination, wear a mask when it's absolutely necessary and required, etc. Shaming people for going to bars/restaurants, sporting events, etc. That's effectively the same as asking them to pause their lives until you feel safe enough from CV-19. People have different level of risks, get it through your thick skull.

Strongly encourage masks in very crowded places, stopping short of mandating it.
Honest question Joe. Why only encourage?

I'm not encouraged to wear a seat belt and wear a helmet. I'm required to do those things, even though the harm of non-compliance would fall completely on me.

Public health measures, like masks, are situations where the harm of my non-compliance will also effect others.

So, in my view, public health measures are more like being required (not encouraged) to drive the speed limit, stop at red lights, and not drive drunk. Also, the more public health measures (like masks and vax) we have, the easier it is for schools/businesses/lives to be open and available to those who want to live their lives too.

And remember, 15% of the USA population does not have the option to get vaxed yet. What about their rights?

As the saying goes, my right to swing my fist ends where your nose begins.
You really think that everybody wears a seatbelt because it's required by law? It works the same as vaccination. There's a large majority who unfortunately don't do it, and guess what life goes on. It's their risk they are increasing by not doing so. CV-19 works differently, I understand. But if you expect people who have been vaccinated to stop taking risks and living their lives you because not everybody has had the chance to be vaccinated yet, that's foolish. Whose fault is that? There's a reason why kids of a certain age haven't been vaccinated yet. They haven't had enough time to prove definitely that the benefits of the getting vaccinated actually outweigh the risk of them contracting CV-19. The seatbelt argument is foolish, it's not apples to apples by any stretch. There people who run red lights and drive drunk to, doesn't make it right but just because the laws exist, doesn't mean people abide them. Same as how just because a vaccine is readily available, that everybody runs and gets one to make ggait feel a sense of moral righteousness.

Where's my "thick skull" aspect?

You got vaccinated, you wear a mask (we'll come back to the "required" part), so sounds like you're indeed not being "reckless or selfish" in your personal behaviors.

Has someone been "shaming" you for how you actually behave?

The whole point of being vaccinated, and wearing a mask when in dense indoor situations, is to be able to actually socialize, go to a concert, a ball game, work, whatever, without being a jeopardy to yourself or others.

But those who aren't vaccinated?
Those who defiantly don't wear a mask in crowded indoor situations?

Ok, now we get to needing mandates, rules, fines, whatever enforcement is necessary to insist that they don't jeopardize others by their "reckless and selfish" preferences.

Back to you, individual re mask compliance. You really shouldn't need a mandate, a rule, a requirement, to wear a mask, properly, when in crowded indoor situations...you know you can be the point of spread, so doing this voluntarily really shouldn't be a big deal.

But there are those who need to know, for a certainty, that they're required to do so in order for them to do it...they think the absence of requirement means it's not important. That's reality, so we need those requirements to be clear and known.

I just got back from a business conference in Vegas, everyone required to be vaccinated, wear a mask indoors except when eating or outside. I was glad to see the casino itself also had these rules, and even more pleased to see that by and large folks were conforming just fine...some were a little sloppy in their masks slipping below the nose, but this was really a rare exception overall. And folks were having lots of fun. Great to see. Helps also that the casinos have enormous high ceilings and great ventilation, cranked up, but there really wasn't any difference in enjoyment by the patrons that I could see.

Vegas isn't really my cup of tea, but it's a heck of a slice of American excess and it was interesting to see so many people having a good time.

If my life depended on it? Well, you know, the number 692,000 keeps popping up -- almost double the number of US deaths in WW2, and more than the estimated 675,000 in the 1918 smallpox epidemic. I can and do have plenty of hobbies and happiness without forgetting that this is a nearly unprecedented public health crisis.
