I am sure this has been discussed, but what is the process and criteria to change some of these teams each year?

It seems that teams like Villanova, Boston University, Brown, Michigan, or potentially High Point would be great additions. No offense intended, but it seems like Fairfield and UMBC are not as competitive as some of the teams missing from the list.
