Throw in massive environmental destruction in the form of ill-planned levees, building over natural floodplains and more, and we've just set ourselves up for bigger issues when we do get heavier rains once in a while.

One of the reasons my area on the Chesapeake floods more now is that they've built over a lot of natural wetlands and estuaries the past 6 decades. There's now no place for the water to go when we get heavy rains, storms, or extra-high tides.

Pose an idea, collect data present data see if data supports hypothesis. Have others redo or confirm work by being able to reproduce data using your methodologies. Seems like this did not happen and in the second instance scientists come up with a different conclusion. This goes around and around until those working in the field come to a general consensus. You probably know this.........but if you read the nerd literature you see the same thing happen all the time on almost every topic.

I remember a large shipfull of climate scientists getting trapped "surprisingly" in the ICE off Antartica because it wasn't supposed to be there.
