the water used in well completions (fracs) is not pulled out of rivers or lakes, it is sourced from underground aquifers. The land owners who lease their land to the oil and gas companies typically REQUIRE the drillers to agree to drill water wells on their land and pay them additional money for the water they use to drill and complete their wells. Those water tables are closely monitored for their recharge rates to ensure they are not depleted, and often the water produced is brine-ish in quality.

The spin doctors producing that study are looking at the surface (that is basically a desert) and conflating that with what it happening underground. Most of west Texas is sitting on top of one of the largest water aquifers in the country - while the surface is arid and frequently in drought conditions. The two have nothing to do with one another. The author(s) are either stupid or disingenuous.
