Yesterday on MSNBC, former acting DCNI McLaughlin explained how these complaints are normally quietly resolved. An "accomodation" is reached.
e.g. -- the IC IG, DNI & the whistleblower brief the HSPIC chairman & ranking member (or Gang of 8, if necessary), maintaining confidentiality.
That became impossible when Schiff ran to the media
