I met with these clowns in DC back in the 1990s.... That EO is a re-tread......these programs benefit the big developers.... the guys MDLax talks about.... Many of the projects would get done without it and for those that do, the IRR is goosed by tax abatement. Have yet to see many that get done based on the "incentive" alone..... those that rely on it, are on a shoe string and are doomed to fail.
