The bolded, IMO. They took advantage of the APP is a means to get paperwork filled out electronically, the when they arrived at the border, all they had to do was 'scan or validate' they used the APP and had the receipt (for lack of a better term), and they were sent on their way.

So in short, its both. Trump knew the APP was in play, it was very limited in its original intent. Then in early 2023, they essentially turned the APP into "ticket" you scan at the front gate to get into the concert.

Not sure why you asking this, you told us this type of stuff is your world. It is essentially an e-commerce APP for people, to walk in our country. I went to youtube, typed "Border APP", and inserted the first thing that showed up, When I saw it had Mayorkas talking about it, I knew there would be no ambiguity that the APP was a real thing, rather than using a cite from elsewhere that could have been seen as trash or leaning a certain way.

Go to your Youtube, and in the search bar, type "Border App".
