On the immigration point, which in and of itself is well made as to Trump wanting a fight not a wall, Trump also wanted a 'crisis', justifying the 'fight'.

So, he cut foreign aid to those countries, badly exacerbating an already tough environment.
Plus,
He changed policies on asylum, making the intake process much slower, making it far more likely that migrants would enter illegally.

With time lag from detection to intercept, national airspace boundaries/flight clearances, & the long range involved, with uncertain aerial refueling tanker availability, not sure they can get SU-35's to do intercepts in the Med, if they have to launch from Russian bases.
