As long as the football players are students, I’m pretty sure Title IX would still apply. Lots of college athletes don’t receive athletic scholarships, but they are still counted for Title IX purposes.

Facilities are meaningless
The pay per player is most important. Big ten especially NW and UMD (maybe Rutgers too) are best positioned being Big Ten with comparative lacrosse priority among the B1G institutions.

The NCAA pays for NCAA tournament travel/expenses. DC wasn't really protecting things before. How long was Florida State offside on Title IX before announcing women's lacrosse? I just thought it was interesting that ppl in DC who might have daughters in private schools are probably aware of lacrosse in a way that the average American is not.

This is going to be a tumultuous and nervewracking time for women’s lacrosse. How the tier 2 sports are funded and the level to which they are emphasized will be fascinating.
Division 3 schools field a lot of teams, none of which make any money. But many of them are private, so not good comparable. They can allocate their endowment and tuition dollars to sports if they want.
The big question is what the big public universities will do when they have to give a big chunk of their athletic department revenues to football, basketball and baseball players. That money was otherwise going to pay for the money losing sports (everything else)!
Will state schools want to increase spending in total to keep all non revenue sports, or fund them at the same level?
Would be great if we had a big time college ad on this forum!!
Oh, and all the lax parents who were hoping for significant nil dollars? Goodbye. There are very very few college womens lax players who have enough popularity to get any money directly from advertisers, outside of gait and STX, etc…
