If that is what is being proposed, the best case scenario for them is to get 2 sure thing starters on their team that will put up very good points. They still need 4 other players and a defense, but getting 2 players who you know are big point getters will be huge.
I think your original idea (a pre-draft draft of maybe 2-3 available returning players (with less than 10 pts) each) was a more realistic scenario for a new NCAA team. When Cleveland State started a program, they had to scrap for any players available. Part of that may be is the lack of prestige of the University around the country, but you get my point. They didn't get to poach 2 college stars to start their team.

Yes. First pick needs to be a non-freshman with single digit points last season. 2nd pick can be anyone. That make sense?
