you could make an argument that because the dems have built an entire political machine around the nuanced use of language to divide people into sub-groups, that they should be more intentional with phrases like these and therefore held to a higher standard.
having said that - every listener is going to come away with their own interpretation of the meaning of the speaker. And their interpretation is going to be all muddled up in both their own personal biases, and their perceptions of the personal biases of the speaker. That seems to be what has happened in both instances.
Although I will say, that the word "dregs" is in and of itself a derogatory word. There really is no "innocent" interpretation of its use, except feeling justified in its application to a certain group.....

Why isn't the VA hospital in the Denver papers? Because the Free Market eviscerated the Post, and they fired all their reporters. 90%+ of the Denver Post is simply Reuters et. al. reprints. The Post is dead. Corruption....a lot more of it....will surely follow.

On NPR this morning, Jon Oates mockingly asked the Democratic candidate for Massachusettes (her way) Governor about one of his PLANS to tax pretend "non-profit" universities/colleges that have endowments of $1 Billion or more. "Have you talked to any of them" Oates asked in a condescending tone. The candidate (don't know who he is) said "no", but went into detail all the services that the colleges get from the taxpayers. If he only went further and talked about all the Federal Tax dollars (welfare) that these HIGHer educational institutes get to pad their endowments. (Doubtful that the Mass. legislature (mostly Dems) would ever do this b/c investment houses make a good nut from "managing" their endowments and they would lose a cut and not be able to afford by english tying joint additions )
