On the specific policy, I'd definitely be in favor of a vaccine requirement, or if valid exception, a recent test result.
Neither of which prevents someone from traveling. And are certainly achievable for anyone. Easiest is to simply be vaccinated (ideal for public policy). If for some reason that's really an issue, and there's an actual emergency, a rapid test is very easy too.
It requires a vaccine passport process, ala what is being implemented through much of Europe and elsewhere.
The United States has not yet committed to such, though I expect we eventually will for any interstate or international, federally regulated, travel. And we'll need to do it if we wish to travel to these various countries.
That's what you WOULD LIKE to happen, but you are not setting public policy for the US, nor am I. I'm getting at the fact your expectation's are consistently out of touch with reality. Have you seen how much pushback and strife the vaccine mandate has caused? (I'm not saying I am for or against this, I am vaccinated) Doing what you have suggested is not something that's just going to pass as legislation in the course of 24 hours, there may not even be legal precedent for it in the sense that during the HEIGHT OF THE PANDEMIC, interstate travel was not banned. Having a vaccine available that some refuse to receive does not mean that such a SERIOUS measure will be accepted, in the court of public opinion, and MOST importantly in the court of law at the highest level. How's the weather in Florida?

No chance of it being an issue at SCOTUS, entirely within scope of public health and the Admin doesn't need congressional approval.
Of course I'm not setting policy, this is merely my opinion both as to what should be done (see my criticism above in my earlier post, highlighted by blue, re Biden Admin) and my expectation that it's coming whether we like it or not.
I made the prediction that we would see employer level mandates and was not surprised to see that occur on a federal level. I've also made the prediction that vaccine mandates/testing for travel are coming and I'm not surprised that the Europeans and Canadians and a slew of others are out in front of us on this...that said, I'm critical of the Biden Admin for dawdling.
Of course, you're quite correct that some people will nevertheless not be willing to be vaccinated. That's their choice. But there are and should be costs to making such a choice, versus various benefits of being vaccinated.
Why? Because the unvaccinated cost all the rest of us, as we've discussed ad nauseam.
I do think that having an emergency testing 'out' makes sense, if simply to address the very few who have legitimate reasons o not be vaccinated. Being a kook or dumb doesn't cut it, but there are indeed legit reasons for a few.

his rate is 100,000 per million for infection, theirs is 450. or 0.45% of estimate (guesstimate?), or a factor of over 200x. i mean, i should have exclamation points in there!
both talked about pfizer, fwiw.
so just given everything, discourse, etc... who's right on these estimates? edmonton-cardiologist-dr-guy? maybe. i just pulled up the first couple sciency sounding spots on the internet with a general search. and didn't quote everything!

It's interesting to me because in my industry the DoD has mandated vaccines on bases and while they are allowing some "religious" exemptions, they are making it very difficult with the paperwork. 4x Witnesses, pastor signatures, etc. Not just people's word. This revelation will likely bind together certain segments who don't like the Vax and make it more of a religious exemption than it could have been before. Thus making the DoD's position much weaker.
