That picture looks like a heck of an opportunity for an enterprising developer! Good bones on those buildings.
The question is not whether it can be done but rather whether the process can address the displacement effects, whether the neighborhoods can continue to be ethnically integrated well. It's the concentration of poverty through de facto racial redlining that drives urban blight, concentrated drug trafficking, etc. It takes dough and the right set of policies, but it's doable.

Beautiful old houses, the character in them run strait to their bones. It takes a crazy dedicated person to tackle such a project today. Just the cost of remediating all the lead paint is a daunting and very expensive task. There are always a lot of surprises and none of them are the good kind. It is a heartbreak how many of these homes were bulldozed down 40 years ago. I don't remember the lady's name but she lives in Detroit and has a great cable show. She goes in and rehabs some beautiful old houses that are just absolute wrecks. Not for the faint of heart is an understatement. You also need deep pockets. I helped a guy when we rehabbed a very old house on Conesius Lake for his sister in law. Every day was a new challenge and a new problem. The house was actually 3 different additions added on at different points in time. Nothing was level, nothing was square and not a damn thing about how the house was built made any sense at all. For 3 months at least we built temporary walls where we knocked out the old ones to open the kitchen up. The reason no one buys the Baltimore townhouses is trades people won’t do the projects because their materials and tools get stolen at the end of the day and sometimes during the day. It’s a useless battle. Financially unrewarding.
In order to protect your lumber and supplies, both the ones installed that day and ones you’d like to use the next day, you’d need to hire twenty armed guards every day and night for a townhouse worth maybe $80,000 when done.

BTW, my quite liberal Urban Studies and Government professors were not at all happy about my honors thesis' pro market driven prescriptions for urban renewal, gave me quite the hard time...eventually came around but pulling teeth...years later we had some interesting discussions.
Baltimore's policy 'mistake', which slowed its renewal relative to cities with even worse conditions back in the early '70's like San Fran and Boston, was to increase property taxes to try to pay for services... Boston and San Fran lowered their rates, ultimately driving much more revenue as the population grew, whereas Baltimore continued to shrink pop and revenue overall after the white flight of the 60's and early '70's. The Schaefer admin had the right balance when I was working there, and indeed the Inner Harbor and the Dollar House program sparked significant market forces, but the mayors and legislators after him gave away the tax breaks to big developers and failed to recognize the value of keeping residential tax rates low.
I dunno whether the newly elected mayor will 'get it' or not, (there's at least a chance) but I do think that with the right federal and state investments and the right pro residential neighborhood policies, much of this could be addressed successfully. Healthier city overall, less crime, better education, it all flows...
Note that other issues can come with the hot gentrification model, so these need government support for the transitions. But all very worth it.

I know lots of others who've successfully done so and even more of those who have bought and renovated their own. Brother in law runs/owns a significant residential brokerage, mostly in the County but also City, including every neighborhood.
And that doesn't include the houses I've worked on charitably, my church has worked on, with Habitat for Humanity. Or the work done by the Enterprise Foundation (Jim Rouse)...etc, etc. The families who gain ownership in these homes work darn hard to do so.

My house is wood on foundation but built in 1911. Bought in 2013. Heavily renovated between late 90s and 2003 around 2,300sq Fr. Spent some money initially in backyard for less than $2k then a gym set, had high end spray insulation put in crawl space of foundation which was maybe $4,500, had to reroute and replace duct work around $4,500, maybe $1,000 on weird old plumbing issue, copper water pipe to street from original construction finally went which was around $3,500 to replace and had to replace an HVAC unit which was around $3,500. Have a few punch list items but for a 110yr old home I’ve had 8yrs it hasn’t been too bad IMO.

Yeah they have a unit with a professional investment staff (mostly from life for general accounts or other non hyper competitive areas) that will provide pref eq and mezz on development deals. Long long time ago I worked for about a year or so for this white shoe debt and equity brokerage/real estate ibank confounded by Bill ackmans dad who is one of those legacy RE families in NYC. Bill blew up badly on a golf deal with First Union equity unit (Gotham golf) long before he made money on the mono lines.
