Poor whites in red states that are ran by Republicans aren't 'enslaved by Democrats'. They're getting handouts by their socialist Republican governments. Just see the farm bills that get passed.
Blacks historically have had systemic racism keeping them down, by both the government and the private sector. You couldn't get a home loan in a lot of areas even if you could afford it. You couldn't get good jobs, you couldn't go to good schools. Many massively racist policies were just 1-2 generations ago. They didn't have any bootstraps to pull themselves up by.
