"Fans or no fans" is a state-level issue, but after that it's up to localities to decide if they brings fans back under the state guidelines. Didn't see that the state had made its decision already. NJ just announced it was allowing fans last week.
I guess what I was trying to say originally is that there are many different levels that a school can be put on the hold-up for fans versus not having fans: state, county, city, conference, the school administration itself, etc. If any of these say "no fans" (or family only), it's a no go.
So while on some level it is a state-level decision, there are also other layers that to line up and it's not always black and white necessarily that it is the state that's the hold up.
