I think it is referring to the Pat Toomey language that the Rs are now insisting on holding firm about - that would take away the freedom from the Fed to make heroic efforts (including loans to businesses) to keep the economy afloat. Basically the Rs way of burning one more bridge on the way out of administrative power.
Would remove some of the best tools the Fed has used lately to combat the econ woes. Just showed up in the last couple of days - a clear bait and switch trying to force the Ds hand.
Personally, I think the Ds need to hold firm as well - even if it means no deal at this point (and probably a government shutdown) because Biden will need every bit of help from the Fed in trying to right the economic ship, so to speak.

Anything signed this month is a win for all citizens of the country, in general. Looks like “more” of a win for the republicans at the $900bn price tag optically. I like direct checks (remember this when you go crazy in something I post in the future m, Afan) and pending execution the subsidy for rental assistance, but think PPP isn’t helpful at this stage unless they really want a backdoor way to subsidize bank credit losses with fee income. There’s a huge cliff coming in Q1 and no one is ready for it. This may or may not being enough but while we’ve got a vaccine that appears to be a long term solution that should be broadly distributed this summer, there’s some real pain to be incurred coming that can’t be avoided, at best managed and mitigated. But if a small business needs a loan at this stage having deployed a prior program loan then the odds are super high tbat the business is failing regardless of any new PPP loan now. No way it’s worth saving 3-12/100 borrowers to extend all that credit to the vast majority gaining businesses.
All that aside, while I acknowledge and give you credit for acknowledging McConnell signed and did something you strongly argued wouldn’t happen it might not be enough if you really cared. In other words, for as strongly as you’ve argued on multiple threads how MCConnell wouldn’t do anything (unless I suppose he got all of his wishlist or like that) this noble meaning post may still feel like an page six bottom right paragraph correction or extraction.
