IMO, the "spin" is by those who want to believe he meant that to apply only to those under 18 being somehow "immune"(also untrue) and wasn't in context to the comment "that's it", meaning just elderly people and those with underlying conditions...that's it...just 200k...virtually nobody.

Younger kids take orders pretty well. Not so much for high schoolers and college kids. You also have the case that when these kids started back to school cases and deaths were on a downturn or had leveled off. No one who lives around here now will voluntarily go into the City of Boulder. Because that's where the main CU Boulder campus is. While CO and Denver metro have had pretty low Covid numbers over the summer, seems like only a matter of days/weeks until Boulder flames up with Covid. Especially since CU gets big cohorts of out of state kids from TX and CA and since 75% of the kids live in town off campus.
In contrast, my kid's school is doing fine. They test every student weekly. Since they are driving with the headlights on, the contact tracers jump on the few positives they find immediately.

Just yesterday, on the evening news on the stations I listed, there were reports about the restrictions going back into effect in Spain, France, the UK & even Germany (Munich).
The same complaints as in the US. Inadequate timely testing & tracing. Not everyone wearing masks, social distancing & avoiding gatherings.
