Hard to imagine that they were actually ignorant on this topic....as they knew and had planned for exactly this sort of pandemic.
I’ve had the conversation before....with others. Why do you even remotely think Fauci gives two figs about Trump. Fauci has no reason to even work anymore....he’s playing with house money.
I contend that he has zero business in the political/public scene...and should’ve stayed in the lab and never got in front of the camera. Fauci is a very smart man....so if he is not concerned with Trump....what are other ideas?

His personal mission in life to save lives?

I don't think you've made a compelling case that he and Birx are not both trying to keep Trump from making much greater mistakes, and to guide the White House effort as best they can given the cards they hold.
That's the best guess I've been able to come up with, that they've been advising best they could, and messaged publicly in relation to what they knew they could do and maintain positions of influence nevertheless.
I still think that they should have nevertheless found a way to tell Americans to wear cloth masks.
They really must have known this.
It wasn't a mystery.
The only other explanation would be a rather depressing thought, that they somehow felt that the American public was too selfish to do something designed not to protect oneself but rather to protect the community. There's an element of truth about our natural inclinations in this regard, as well as our cultural biases, but I think it was nevertheless underestimating the American public.
But then again, they were also daily dealing with Trump and they'd have needed him to get on board with that message...and, so, we're back to Trump not buying in.
