This would be a far more efficient (conservative!) way to keep people afloat in a short term crisis than the massive, more wasteful ways we're spending now, and will undoubtedly have to continue to spend going forward.

As an actual conservative, I'm looking for efficiency and effectiveness, not ideological class warfare.
