Seems to me that Congress should be doing Committee work via zoom or other such mechanisms during this period. They have a legal issue with taking votes as a full Senate or full House, but it's not as if work can't be done.

This matter or any other matter...dunno if they're doing that or not, but they certainly are continuing to work, draft legislation etc. I'd think they could take testimony as well.
