From my reading there is already a company that has a vaccine that is heading to FDA for round I clinical trials. I forget the name of the company.
There is an antiviral, remdesivir, a broad based antiviral that has shown promise on MARS and SARS like viruses in both the dish and mice. It has been used on 1 patient with good results but with an N=1 you have no reliability. It is currently in a larger double blind study with results to be done, hopefully, by the first part of April. This would certainly help with containing the outbreak and helping those sick and giving the development of the vaccine more time to ensure efficacy and safety.

This is what I thought Fauci was talking about. He gave no time for R&D, assumed we had something ready to go to trials now, then only 2 phases of clinical trials came up with a minimum of a year (which is quick). Therein lay the problem, people think you invent a drug and it is ready to go out to the public, without clinical testing. The thing to watch out for is Orange Duce trying to subvert this process, which as president he could, allowing the drug to go to production with too little testing. A big big gamble. Obama's policy turned out to be marvelously successful. In retrospect, they handled it very, very well.
Of course, the situations are different, though the argument is much the same.
Travel bans have all sorts of negative effects and it's pretty clear that unless there's a worldwide travel ban from all countries this particular virus will get here.
Far more effective would be ramping up testing protocols of all entrants to the US from any country with suspected virus outbreaks. But we are way, way behind in that regard.
My son and his girlfriend had been out of China for 10 days in Japan, went back to Shanghai just as this was becoming an evident issue, then left for two weeks for scheduled vacation in Thailand, which they then extended. They then flew through Bangkok, to Hong Kong, to Chicago to Ft. Lauderdale. There was a little bit of questioning and at least temperature testing in Bangkok, but none in Hong Kong by the US or arriving in Chicago and clearing customs. Note that while Japan, Shanghai, Thailand, and Hong Kong have not had many cases, it's definitely in those locales to some extent. So, a really good protocol would have been to have tested them so as to be sure. Preferably genetic testing for the virus.
My son did get tagged for increased scrutiny from a terrorist perspective as he'd been in Malaysia (Kuala Lumpur) on business in the past 6 months, but girlfriend not as she hadn't been on that trip. They did get a follow up call on the phone from the CDC, but never were tested.

My guess, and it is only a guess, is if the stage I goes well it will be pushed through. The drug was developed in hopes of dealing with ebola but it did not pan out. The use in MARS and SARS was an easy jump in logic. What I do not know is if the drug had phase I wen considering it for ebola? Certainly possible they could allow it out of the lab after phase 1. That could cut the time in half (maybe a little more). Of course as far as effectiveness is concerned you then have nothing more than a guess. Expectations among the public are then high (Trump would make sure of that) and a failure ruins your reputation (the researchers / drug developer / scientists in general). I want the researchers / clinicians making these decisions and standing behind them - not politicians.
