To counter your SOOPER complicated rebuttal to OS, I believe an even simpler solution, that was already in play by those wascally-wabbit republicans, was to put control on the border flow by funneling them towards legal entry...you know, like entry to a new home. Even that simple novel idea was fraught with slander by the opposition.
