Of course a shot can move faster (forward) after bouncing. Its total energy can only decrease with hitting the ground but if it changes its angle of movement, more of the energy can be directed horizontally than vertically and it can accelerate towards the goal. Shortening the shot clock makes the game more interesting because it makes the game more competitive. It puts less value on the FOGO controlling most of the game and running out the clock. Shortening the shot clock is a terrible idea.

Easy way to make the FO a scrum: FOGO stickheads flat on the ground at the start, ball on the ground between them, not under either stickhead. Best move is just to swipe at the ball.

The women's game had zero minutes of overhype and irrelevant blather instead of 45 minutes, which does not qualify as "fine" announcing IMO.
