Why not wait to decide who goes to which site in the quarterfinals until after the first round?
Now that Army has eliminated Maryland, it would make so much more sense to have Army v Penn State in Albany and Virginia vs Georgetown in Annapolis. Why is this not an option?

Likely logistics/planning concerns for both the teams and the locations.

All they had to do was flip Penn St & Hopkins seeds and they could have had Penn St & ND slated for Albany and Hopkins/MD as well as UVA/Gtown to Annapolis. That would have made more sense even with Army beating Maryland

True, but I had no complaint with seeding PSU above JHU. While the Jays had the fourth-best RPI, they lost H2H in OT, and while not used by the committee, the Power Ratings were not even close.

Of course you didn't. Playing Bryant vs Princeton or Army? Both are just a bit over the 400 mile bus travel limit from Bryant.

CU - the NCAA called and said take your whimsical Quixotesk logic and stay out of their business. The NCAA tourney has one roll and one roll only and that is to make Hopkins path as easy as it can without it being too obvious. Duke - GTown and UVA will all pass Anapolis on their way to Albany
