Umm that is exactly how Villanova did it. The booster club and alumni raised the money to fund lacrosse scholarships.

I believe you are quoting the high school rule which is a point of emphasis for 2023. I do not know of any such rule in College and based on some of the fun eye black patterns I have seen it probably isn't a rule and the ref applied the high school rule to a college game.
